I did come to the December meeting (at 11pm my time), but not enough
board members showed up to reach quorum.

I could come to the 31st January 19:00 UTC meeting.  Because that's
6am here, I'd like to get some idea whether the meeting is going to
reach quorum and whether my application is likely to be accepted,
before I set an alarm.

The comments from the last meeting did not make it seem very likely
that I would be granted access unless I do more packaging work first.
If that's the general feeling of the board we might as well put my
application on hold.
