Application for uTouch package set and upload rights for Chase Douglas

I, Chase Douglas, request that a new package set be created for uTouch
packages (utouch, utouch-evemu, utouch-frame, utouch-geis, utouch-grail,
utouch-compiz, ginn). I then request upload rights for the package set.
