ubuntu-server-dev LP team for ubuntu-server package set

Hi,

I've created the ubuntu-server-dev team on Launchpad [1]. I'd like to
use that team to manage upload permissions to the ubuntu-server package
set.

[1]: https://launchpad.net/~ubuntu-server-dev

For the time being I'd suggest that the DMB manages the
ubuntu-server-dev team.
