[Bug 95294] gnome-keyboard-properties crashes when trying to add keyboard layout

Public bug reported:

Bug Reproducible.

I have searched for bugs like that and find duplicates until 5.04, if I
remember well, but none for 7.04 so I am posting.

Steps to reproduce:
1. «System -> Preferences -> Keyboard» _OR_ Alt+F2 -> «gnome-keyboard-properties»
2. Select «Layouts» tab
3. Click on «Add...»
Application crashes.

I had the same bug on 6.06.
