[Bug 94939] [fiesty] Deskbar does not allow placement of actions tab.

Binary package hint: deskbar-applet

Things like "Search for file names like X" and "Launch program X (y)"
appear in an Actions section, and placement of that actions section is
always first.

It should be movable like the other applets.
