[Bug 91789] prefences window is too small and can't be resized to be bigger

Steps to reproduce:
1. Launch Gaim 
2. Tools Menu -> Prefences
3. Go to the Sounds tab

The list of available sound events is so small due to the small size of the prefences window, that its very _unusable_.
I've attached a screenshot.

I'm not able to resize the prefences window to be bigger.
Perhaps this is intended, which is ok, but then the default should be a little bit bigger.
