[Bug 49816] [Regression] clock applet in gnome reporting wrong time

ok this is going to sound stupid but i will explane it the best i can.
as we all know there are pst est cst pacific time central time and eastern time.....well i live in the state of michigan.....and there are 2 timezones in this state...there is lower michigan which is on central time....then there is upper michigan (the upper peninsula of michigan to be exact) which is on eastern time.......becasue of this i noticed that the clocks where not able to set right anymore on the installations i have done for peoples computers useing ubuntu.....this bug occurs even if your "synch" with time server you will most likely get a central time no matter what....and to place the timezone in lets say N.Y would defeat the clocks as well.....

in breezy this was not an issue as the installer had a setting just for
michigan.......is there a way to fix this?
