[Bug 81545] K-bar transparency

Public bug reported:

I have beryl installed so I dont know if its related with this.

Anyway. Kbar (start-menu) is set as transparent and to hide. When
konqueror is on top and mouse taken so Kbar comes up it shows through to
desktop.
