  I assume this was an older HAL version. There is currently no longer a key 
  net.interface_up in the linux code of HAL.

    removed net.interface_up property because we never refresh the value, since
    this info is gone into NetworkMananger and removed from HAL (see fd.o
    bug #6233).
    changed net.interface_up to not mandatory

Thus this does not affect current Ubuntu releases any more.
