[Bug 78099] gnome-network-preferences: setting http proxy does not take immediate effect.

Public bug reported:

If I use gnome-network-preferences to set/unset an http proxy, the
http_proxy environment variable is not defined/updated/unset for
existing gnome-terminal sessions.  Only new sessions can "see" the
updated settings.
