[Bug 88463] build with --disable-gnome

Binary package hint: gnome-system-tools

With the latest g-s-t the only difference between the apps built with
--enable-gnome and --disable-gnome is the usage of gnome_program_init()
vs gtk_init(). Because bug-buddy is not used in Ubuntu the difference is
practically zero. Please rebuild the package with --disable-gnome
--enable-nautilus. This will make the apps slightly leaner and also
allow deprecation and removal of xubuntu-system-tools which is nothing
but g-s-t built with --disable-gnome.
