[Bug 87751] (feisty) applet desktop-effects is not loaded by defauld in control center

In feisty applet desktop-effects is not loaded by defauld in control center!
I think it should be added by default cause when I've received the answer about a bug in compiz/beryl it was written that it affected also desktop-effects applet.
