Public bug reported:

Binary package hint: network-manager

In Ubuntu Feisty Herd 4 the liveCD boots correctly and the
NetworkManager Applet (0.6.4) indicates a working wired connection.
However, Firefox and Gaim cannot connect to the Internet.

Left-clicking on the applet brings up the Network Settings dialogue box.
The dialogue box indicates that my Wired Connection is using dhcp, but
my network requires static ip addresses. I select the Wired connection
and then click Properties. Under Configuration I select Static IP
address and then fill in my IP address, Subnet mark and Gateway. The
system then indicates that it is changing the configuration, but the
NetworkManager applet indicates that there is no network connection.
Left clicking on the applet brings up a message that No network devices
have been found.

Reopening the Network Settings dialogue box from the Gnome Control
Centre shows that the Wired Connection is now in Roaming mode. Bringing
up the Properties for the connection, de-selecting Enable roaming mode
and selecting Static IP address under configuration does not work.
Closing and reopening Network Settings shows that the connection has
returned to roaming mode.

I have been able to recreate this three times. I am using my machine's
integrated NVidia Nforce4 networking. I did not have any issues with
this machine under Kubuntu 6.06 or Xubuntu 6.10.
