His description is a little unclear.

What he means, is that because there are fewer categories than plugins,
the order of plugins isn't completely followed.

This is, if you have your web-bookmarks as first-search-result and your
web-searches as last, they both be first, because their category (web)
will be first.

This is a wishlist-bug. But I do agree, I too find it annoying that
yahoo-search-results, bookmarks and websearches are put together in a
category.

You would want the yahoo-results (which always came a little later) to
be the last thing on the result list, whereas your bookmarks and history
the first thing.
