[Bug 86681] Latest package-update (2.17.91-0ubuntu3) on Feisty destroys all functionality

Public bug reported:

Binary package hint: deskbar-applet

Steps to reproduce:
  - update to 2.17.91-0ubuntu3 (the latest version)
  - kill your gnome-panel or log in & log out

What you get:
  - deskbar is very small (about 1 cm)
  - the right-click menu only contains generic panel options (move, remove, stick)
  - when you type, its gets a little wider, but only the last typed character is shown
  - popup menu is never shown
  - you cannot access the preferences
  - there is no icon
