Dan, such a simplification would require coordination between the kernel
and desktop teams, and in Ubuntu's current development process would
first need to be written up as a specification. (Please CC me if you do
that.)

Lou, you should report the lack of a "Sleep, Shut Down, or Restart"
permission in the "Users & Groups" Account Properties window as a
separate bug.
