Doesn't the root user use GTK2 at all?

I think for about 90% of the users, this problem can be eliminated by
setting the  gtk1 and gtk2 theme of the root user to the same default as
we do for ordinary users.

If they change their theme they will still notice this, but not that
many people actually change their theme.
