Do you have a /usr/share/icons/Human/48x48/devices/gnome-dev-printer.png icon installed? That's the icon that is shipped by the theme and used for that item and that works on my feisty desktop -- Control Panel icon missing for Printer configuration tool https://launchpad.net/bugs/85652
