Yes.  That bug is a request to support the xscreensaver configuration
mechanism.  We don't want to support that for a variety of reasons.

I've opened bug 354805 [1] and put some thoughts on how one might
implement configuration support in a sensible way that is consistent
with KDE and can store settings in gconf.  I'd accept patches for that.
It really is a completely different thing than the xscreensaver config
support.
