[Bug 83969] Shutdown and reboot option absent

Public bug reported:

After current updates to Feisty, the shutdown and reboot options have
disappeared from the quit menu. Only Hibernate and suspend options are
shown. I have not yet found a way to get a screen shot of the dialog,
hence can not produce one here.
