Not a bug realy. in a proccess of dist-upgrade package gnome-applets got uninstalled and some of the applets stoped working. when i installed that package everything worked as expected. sorry for somewhat faulty bug report. -- error loading system monitor capplet on gnome-panel https://launchpad.net/bugs/83299
