[Bug 82617] GDM starts before home directories mounted

Public bug reported:

Binary package hint: gdm

On my system, this happens every time I boot:
1. Boot...
2. The GDM screen comes up.
3. I try to log in, but get a warning that my home directory is inaccessible and that nothing will work.
4. I re-try the log in, successfully this time.

What happens between 3 and 4 is that /home becomes mounted.

Expected behavior: GDM shouldn't start before it's possible for me to
actually log in.
