[Bug 62438] Need a path added to /etc/gconf/2/path for SCP integration

Public bug reported:

The last line in section 1 needs to have the following path added to it
to allow mandatory keys on a per users basis for SCP

xml:readonly:/var/lib/gconf/users/$(USER)/gconf.xml.mandatory

This has been tested and works
