On my Intel Core2 Duo, I have CPU frequency scaling working fine. Both CPUs can have their frequency and governor changed separately (using /sys/devices/system/cpu/cpu{0 or 1}/cpufreq/...).
After creating two instances of the gnome CPU frequency applet (one per CPU), each displays the correct frequency, but both the instance for CPU0 and CPU1 control CPU0. That is, attempting to change the frequency of CPU1 changes the frequency of CPU0 and CPU1 remains the same.
