The dpi affects the fonts size specified in points, like in gnome fonts preference.
Afaik, firefox sets them in pixel, not in point.
So it seems reasonable to have a 10 point font much bigger than a 12 pixel one, at 135 dpi.
By the way, you don't have a 135 dpi screen, do you?
This bug should be closed, and it isn't really a duplicate of bug 19524,
because 19524 also deals with another problem, which is firefox default
dpi settings.
