[Bug 46029] Add support for autotools-dev

Public bug reported:

Debian based distributions deliver autotools-dev which contains the
latest config.sub and config.guess scripts from the GNU project.

gnome-common should be patched to support this package and - if
necessary - use the scripts from there.
