[Bug 46627] hotkey issue: win-L combination does not work for locking screen

Public bug reported:

For some reason win-L combination assigned to lock screen does not work.
For example assigning ctrl+alt+L to lock screen does work. The hotkey
configurator does indeed manage to grab the Win-L and seems to assign it
correctly, however when pressing Win-L, nothing happens.
