The current apport bzr head renices itself, so that userspace is not
slowed down so heavily any more (on my system, rhythmbox now continues
to play music flawlessly and there is no visible stuttering any more
either), so this should help a bit.

Unfortunately, the report is created by a kernel userspace helper, only
after the report exists the user's session can ask about the report.
Thus with the current architecture we cannot ask in advance.
