[Bug 27962] The generate random password is invalid

Public bug reported:

1."System"->"Administration"->"User and Groups"->login as root->"Users"->"Add user"-
>Input basic settings->"Password"->select the option"Generate random password"->OK-
>restart. 
2.Login as the new user.type the generate random password.the system notify 
me "Incorrect username or password.Letters must be typed in the correct case". 
3.The generate random password is invalid.
