[Bug 59110] New windows sometimes open in incorrect language

Suppose your Ubuntu language is French.

When you open Epiphany the first time, it will open in French.   But if
you open a new window (with ^N or Fichier / Nouvelle fenêtre [[ File /
New Window ]]), it will appear in English.
