I have the same problem. No reboot or power down. Even the blue "reboot needed" icon that sometimes appears after an update won't reboot the computer, it just logs me out. Edgy/AMD64, updated ala apt-get dist-upgrade from a dapper install. Seems like a permissions thing? -- Power off button disappeared https://launchpad.net/bugs/47838
