[Bug 68938] GNOME defaults to 12hr clock even when locale is set to UK

Public bug reported:

Both OSX and Windows use the 24hr clock when the locale is set to UK.
Ubuntu should comply with this behaviour and also display clock in 24hr
format when the locale is set to UK.
