[Bug 68912] Timestamp 2.0 plugin does not work

Public bug reported:

The Timestamp plugin in Gaim 2.0.0 beta 3.1 isn't working properly. When
the plugin is enabled, it adds the timestamp once, but fails to do so
after that. By default, a timestamp should be added every 5 minutes.
