steps to reproduce:
 1. run gnome-keybinding-properties.
 1. register Ctrl+Alt+q as logout shortcut.
 1. close gnome-keybinding-properties.
 1. Press Ctrl+Alt+q

expected:
 * logout dialog appears.

actual:
 * nothing happen.
