[Bug 68513] Setup wizard runs after upgrade to edgy

Public bug reported:

I've just upgraded to edgy. On first start, the Ekiga setup wizard ran,
even though I have already set up Ekiga (before the upgrade). Cancelling
it left my current settings untouched (which is what I wanted); why did
it run at all?
