[Bug 68022] reading printer database is too slow

Public bug reported:

I selected System Administrartion / Printing and then in the Printers
window, double clicked on New Printer.

The machine then sat there for _three minutes_!

This is a recent 2.8G Celeron with 512Mb of RAM and a reasonably fast
and recent disk and there is no excuse at all for this completely
unreasonable wait.

ps and top show that cupsd used just over 3 minutes of cpu time.
