[Bug 67945] Clearlooks theme doesn't honor colors of monitor panels

This is in Xubuntu 6.10 build 20061023:

When using the the Clearlooks theme, some colors in the panels are not
correct: they are always blue.

How to reproduce:

1. install Xubuntu 6.10 build 20061023
2. Add a panel like Network Monitor or System Load monitor
3. Notice how the colors of the bars are always blue.
