[Bug 67929] [users-admin] usability bugs related to new users creation

Public bug reported:

Binary package hint: gnome-system-tools

When a new user is created using users-admin, users can be switched from
the logout window for instance. This should be documented in users-admin
docs but this is not the main point of this bug. When users are
switched, people can get back either pressing ctrl+alt+F7 or whatever
(and that's context dependent), or selecting "switch user" again,
logging in, getting a warning about being already logged and *then*
inserting again their own password.

This is very poor usability, since new users won't find an easy way to
switch back and forth, nor they will know about user-switch applet.

My proposed fix is to add the fast-user-switch applet to the panel
whenever a new user is added, and maybe even tell the user that an user
switch button has been added to the panel. Is this possible/agreable?
