[Bug 67332] Drag&Drop Application-Starter gets lost on restart

Public bug reported:

If i drag&drop an application starter from the menu to my desktop, and
then drag and drop it to a free place in the gnome-panel it is displayed
as a normal application starter. Anyhow that starter is gone after a
restart.
