[Bug 66029] Raising window while in fullscreen mode

Public bug reported:

This may be a bug in metacity but I noticed it in Evolution so I'll
report it here.

I have metacity set to have focus follow the mouse.  If I put Evolution
in fullscreen, right click on the column headers to get the "Customize
Current View" dialog, then move the mouse off the dialog onto the main
window then the dialog stays on top as expected.  However, if I open
either of the two sub-windows (Sort/Fields Shown) then move the mouse
across the main window to get to the sub-window the sub-window is sent
to the bottom.
