Thank you for the path, fixed with that upload:

 control-center (1:2.16.1-0ubuntu4) edgy; urgency=low
 .
   * debian/patches/34_at_properties_onboard_and_new_interface.patch:
     - make the osk option active only when at-spi is active,
       patch update by Chris Jones (Ubuntu: #65937)
