[Bug 65991] Usability issue creating new folder

Public bug reported:

When creating a new top level folder, I would expect to need to right
click on "On This Computer" and select "New Folder...".  However, doing
this the dialog selects "Inbox" as the default parent folder instead of
"On This Computer"
