[Bug 65509] deskbar-applet -- file:/// urls opened in firefox instead of gnome-default-browser

Public bug reported:

When open some bookmarks using deskbar-applet, they open in firefox
rather than epiphany (my gnome-default browser).  I think it is just the
ones with a url that start with file:///
