[Bug 65246] Wrong manuals for applications listed under Desktop category

I don't know if its an Ubuntu only issue or an issue in upstream, but in
the new 2.16.x (edgy) the categories Accessibility, Accessories, Games,
Graphics and Internet are listed below the Desktop section, not under
Applications section.

How To Reproduce
 * switch to edgy
 * open Yelp (System->Help->System Doc)
 * on the left side there is the list of categories: Desktop, Applications, Other...)
 * click on Applications: a "sublist" will be opened, listing categories for application. Here are only 5 categories
 * click on Desktop link (above the Application link): missing categories from Applications sections are listed here in the sublist.

Aspected Results
  * all Applications categories should be listed clicking on Applications link. Desktop link should have no sub-categories and point onli to GNOME user, a11y and sysadmin guides.
