[Bug 65125] highlighted menu name flickers when clicked

Public bug reported:

In Edgy the panel menu names (Applications/Places/System)  are
highlighted when the mouse hovers over them. However, when you click on
the name to open the menu, it gets un-highlighted for a moment and then
highlighted again when the menu opens.

The correct behavior would be to simply remain highlighted, without
flickering.

This bug only occurs in the panel. Regular menu bars in gtk applications
work correctly.
