[Bug 26921] The desktop panels flip after logout

Public bug reported:

Explanation: The Gnome desktop panels flip after logout.

Steps: Using the default settings, move the bottom panel to the top, and place
it under the top panel. Logout and login again. Then the panels are flipped. The
panels are both still on the top of the screen, but the panel that was on top,
is now under the bottom one.

System: Ubuntu 5.10 "Breezy Badger" - but with a few updates from Synaptic
Package Manager's default locations.
