[Bug 27094] Admin tools won't open, Breezy 5.10

Public bug reported:
Unable to open system, administration tools, not even as root. When any one of
them are selected round cursor spins, then stops. Logging in as root will, the
first time a tool is selected, bring up an enter password box, the password box
goes away, get the same spinning, round cursor, then stops. Second time a tool
is clicked only get the spinning cursor. Have tried the forums, no similar
solution for similar problem will help (i.e., disabling root password, checking
/etc/hosts file, etc.). Similar to bug# 15001, but downloads there are for
kubuntu; unable to connect to net with ubuntu, using a windows machine to submit
bug. I have no idea where to start troubleshooting this problem at this point,
don't know what file(s) control this area.
