[Bug 55072] Clock applet install NTP not recognized

Public bug reported:

I'm not sure this is gnome-panel or gnome-panel2.  I'm just taking a
guess.  I'm running dapper for the x86_64 platform.

Problem:  the time applet doesn't recognize when you have installed the
required NTP packages to synchronize the time periodically.

To reproduce on a system without NTP installed:

1) Right click on time applet
2) Select "adjust time and date"
3) Select "Periodically synchronize clock with Internet servers."
4) You are prompted to install the NTP packages or cancel, choose to install.  
5) When the install is over try clicking on "Periodically synchronize clock with Internet servers.".  You will again be prompted to install the NTP packages. 

Workaround:  Simply close the dialog and right click on the time applet
again.  You will now be able to click on the "Periodically synch.... "
checkbox.

Note: the original reporter indicated the bug was in package 'gnome-
panel2'; however, that package was not published in Ubuntu.
