Hi. I've set up a network that use ldap auth and it is working perfectly in Ubuntu Dapper/Edgy.
for the connection to the LDAP Server (OpenLDAP) the permission I user are:

-rw-r--r-- 1 root root 636 2006-07-28 09:36 /etc/ldap/ldap.conf
-rw-r--r-- 1 root root 9107 2006-07-28 09:36 /etc/libnss-ldap.conf
-rw-r--r-- 1 root root 9056 2006-07-28 09:37 /etc/pam_ldap.conf

But none of these have a password for connecting. The password is stored in
-rw------- 1 root root 15 2006-05-18 06:49 /etc/ldap.secret

I think this is not a bug but a misconfiguration.
