[Bug 72645] _Very_ poor linear scaling used in GDM when SVG images are scaled

Public bug reported:
It appears that GDM renders the source SVG in the original destination
context then uses a very low quality scaling technique to reduce /
expand the bitmap according to the GDM xml file.
Ideally, the GDM would render the SVG to the exact requirements as based
from the XML file, thus providing perfectly anti-aliased edges and such.
